Tinubu approves policy to stop healthcare experts from leaving Nigeria

President Bola Tinubu has given the green light to the National Policy on Health Workforce Migration, a significant measure aimed at tackling the pressing issues faced by Nigeria’s health sector. This policy, revealed by the Coordinating Minister of Health and Social Welfare, Professor Muhammad Pate, on his X (formerly Twitter) account, marks a pivotal step in transforming the management of healthcare human resources in Nigeria.

Professor Pate described the policy as more than a mere reaction to the ongoing departure of healthcare professionals from Nigeria. Instead, it represents a thorough and strategic approach designed to manage, leverage, and potentially reverse the trend of health worker migration. “This afternoon, HE President Bola Ahmed Tinubu, GCFR @officialABAT, in-Council, approved a landmark policy set to transform healthcare human resource management in Nigeria,” Pate announced.

According to Pate, the National Policy on Health Workforce Migration aims to address critical challenges confronting Nigeria’s health sector. As the African Union Champion for Human Resources for Health and Community Health Delivery Partnership, President Tinubu’s commitment to creating a resilient and dynamic healthcare system is clearly embodied in this forward-thinking policy. The policy’s scope extends beyond merely addressing the current exodus of healthcare professionals; it proposes a detailed strategy to manage and reverse this trend while ensuring that health workers are well-supported, fairly rewarded, and effectively utilized to cater to the healthcare needs of the entire Nigerian population.

Many healthcare workers in Nigeria seek opportunities abroad due to a range of push factors, including inadequate medical equipment, worsening security conditions, poor working environments, and unsatisfactory salaries. This migration has led to increased workloads and extended hours for those who remain, exacerbating the challenges faced by the health sector.

Central to the policy is the Nigeria Human Health Resource Programme, which establishes a framework for regular reviews of working conditions. This programme ensures that health workers, particularly those in rural and underserved regions, receive the recognition and rewards they deserve. In our increasingly digital age, the integration of advanced health technologies is crucial. The policy emphasizes the development of digital health infrastructure, including Electronic Medical Records, telehealth services, and a comprehensive Health Workforce Registry. These advancements are expected to enhance the efficiency of healthcare delivery and ensure a more equitable distribution of health workers, thereby improving access to quality care across the country.

Capacity building is a fundamental aspect of the policy. It highlights the importance of ongoing professional development through strategic partnerships and international training opportunities. The policy also addresses the return and reintegration of Nigerian health professionals from abroad. The policy advocates for a 1:1 match, wherein recipient countries should train a worker to replace each publicly trained Nigerian worker they accept.

Recognizing the importance of maintaining a healthy work-life balance, the policy includes provisions for routine health checks, mental health support, and reasonable working hours, especially for younger doctors. These measures are designed to foster a supportive work environment, mitigate burnout, and enhance overall job satisfaction.

The implementation of the policy will be overseen by the National Human Resources for Health Programme, in collaboration with state governments. This oversight will ensure that the policy is executed responsibly and aligns with broader health sector goals.
